With the development of China’s economic, human resource management plays an important role in all walks of life, especially in the government sector. Human resources support all the government activities, and it provides the great power for the development of the executive branch of government.Governments all around the world have greatly increased the investment in human resources research in recent years. However, in view of China’s socialist development path and special economic transition, these findings do not apply to the Chinese government’s human resources management. Now more and more deficiencies of traditional personnel management are uncovered, which inhibit the improvement in the efficiency and quality of the government work. Hence it shows a large human resource management optimization space. Therefore, in this period our government should seriously focus on what is the goal of human resource management and how to achieve it through a long-term strategic development plan.Based on the concept of government and human resources, author explores deeply into the current situation and the improvement mode of our government human resources. Firstly, the author explains the basic concepts that the thesis involved. After defining the characteristics and functions of the study object (government, civil servants) and the meaning of human resource management, author analyzes the connotation of the government human resource management. This establishes a theoretical foundation for the paper. Secondly, starting at the government human resource management system development history, author summarizes our government human resources management’s current situation from three different parts, and points out the existing problems. Finally, author gets the results about specific improvement measures and illustrates these results in accordance with the basic human resource management modules respectively.
