Under the new historical circumstances in the21st century, it has been an inexorable trend to establish a service-oriented government, which makes new requirements for Chinese governmental reform and construction, and attaches great significance to the implementation of a scientific outlook on the development and the construction of socialist harmonious society. Currently, it is a social transformation period when Chinese economy is developing rapidly, and many local governments give top priority to economic development with efforts to attract investment. Therefore, it has major realistic meaning and profound historical meaning to study the construction of a local service-oriented government from a perspective of attracting investment. This paper tries to discuss the issue in three chapters. The introduction reviews the background and research status, purpose and significance of the study, and methodological innovation and weakness. The first chapter concerns about the predicament of local governments in the practice of investment attraction by analyzing the inside convergence of traditional modes and pointing out the disadvantages of behavior anomie of governments. The second chapter studies the dynamic development of the construction of service-oriented government in the practice of investment attraction, observing the interaction between governmental reform and investment attraction through the transmutation of governmental service mechanism, and seeking solutions to the anomie mentioned above. The third chapter discusses the innovative modes to construct local service-oriented government and propose some further questions to perfect the governmental construction. The last part is the conclusion that we need to should heavy responsibilities by way of trial and error in the process of the construction.
