Underthe Red Scare atmosphere,under the political pressures of public opinion and domesticinterest groups, the Truman administration, out of fear of being accused of " pro "communist China,tried bitterly to show its anti-communist zeal and in this case,ruineda possible US-China reconciliation. In the clamor of anti-communist Red Scareatmosphere, Truman administration formally completed the transformation of itsChina policy.Although U.S. rulers realized that the United States withdrawing from theChinese civil war was then the best policy, at that moment,the United States hadreached a fanatical anti-communism acme.
