1922--1937 Nian relatively stable political situation, education is becoming a comprehensive legislation, education and strict management practices, the level of primary education teachers and student management level have been greatly improved. This relatively stable situation in Qingdao primary education development provides a good environment. Since 1922, the Chinese government recovered Qingdao, Qingdao municipal authorities attach great importance to Chinese education, moving away from the control of the invaders, the Chinese people to start their own education. With the establishment of specialized educational institutions, Qingdao primary education increasingly towards a standardized way. Open more primary schools, the introduction of more stringent regulatory regimes, strengthen the management of primary and secondary schools. Increase the enrollment rate of school-age children, safeguard the education of children. 1931-1937 tenure Qingdao mayor Shen Honglie developed to foster the spirit of patriotism as the center of educational objectives, to impose compulsory education in urban and rural areas of Qingdao, augmentation school-age children enrollment compulsion ways to make school-age children enrollment rate in that time first in the country. And rationalize the allocation of funds in this period of education and investment, to improve school buildings, improve school teaching conditions and strengthen teacher training, improve staff benefits, such as providing material security. Further, in teaching and curriculum development, Qingdao not only focus on student learning of subject knowledge, more emphasis on the development of the second class, pay attention to enrich students’ extracurricular activities. Especially in the diversity of sports activities to enrich the extracurricular lives of students, improve students’ communication and collaboration capabilities. Adequate funding for education, excellent teachers and rich learning material and spiritual aspects of life from the protection of the students, these factors on the development of modern education is still an important reference and inspiration.
