A Study On The Governor

The Qing Dynasty was the last dynasty in Chinese history,which had undergone the "Kangxi and Qianlong" boom, but it turned from wax to wane in Jiaqing period. Yunnan Province located in the southwest frontier of China, which is the southeast door of China, the importance of its geographical location is self-evident. The governor of Yunnan and Guizhou is one of many government officers, Bolin hold the post of the governor of Yunnan and Guizhou as long as sixteen years in Jiaqing period, he has not only experienced the development of Yunnan society, but also witnessed the China turned boom to bust in Jiaqing period.Bolin as a governor who was an important link between the national and local. Received national wills, issued to locality and carried out effectively,not only maintained stability of the border areas, but also consolidated the ruling status of the Qing Dynasty and the development of a unified multi-ethnic country. So this paper aims to study the achievements of Bolin who served as the governor of Yunnan and Guizhou in Jiaqing period,mined the thoughts of he governed Yunnan Province,analysis the development of Yunnan society and the changes of Chinese society.This paper divides into six parts,mainly from Bolin’s personal quality,official experience and his contributions in the aspects such as officers,society,economy,people’s livelihood and settling frontier,in order to analyze his contributions and thoughts.Before analysis the specific content,introduce how the governors set up,it’s responsibility and fundamental state in Jiaqing period,generally getting when did Bolin taken up an official post to be relieved of his office,which between times backgroundand Yunnan social condition at that time he was in.Political initiatives mainly embodied in Bolin as a governor dighted and governed bureaucracy,checked old debts for many years, punished criminal and illegal.Cultural initiatives reflected in he cared for scholars,established foundation for the civilization of Yunnan Province.Living initiatives was reflected in when the copper declined Bolin tried various devices to adjust it’s yield,raised about economic measures about saltpolicy,and many measure benefit to people’s livelihood,for example relievd famineand disaster,repaired six-revier and seaport.Steadied frontier reflected in adaptated to local conditions to solve the problems and contradictions which refered to minority edgewise and adjacent country beside Dian Provence.The current research about Bolin mainly reflected in influence and significance for future generations of Bolin explanation which compiled by him,but it has no involves specific system about the achievements and thoughts,so this thesis spreads research on the basis of Bolin as the governor of Yunnan and Guizhou who’s achievements and thoughts in supervised Dian Provence in Jiaqing period.
