When a student takes part in a kind of test called the Computerized Adaptive Testing, his or her current ability can be measured depends on the results of his or her answer. Then choose the next group of items from the Item Database, which difficulty accords with that current ability measure. Keep going, until we get the stable ability measure. Finally, we get an examinee’s accurate ability measure with different group of items which always conform to the student’s current ability level, so that the test time and items is shorter or less. The largest advantage of the Computerized Adaptive Testing is that it can produce different examination depends on different people.The CAT system is developed based on Rasch Model. First, when we use the Rasch Model, the values need fit the model, instead of requiring the model to fit the values. Second, it has the feature of test independence. What’s more, Rasch Model converts the nonlinear data to the linear difficulty logits and ability logits by taking the natural log of the odds of failure and success. In addition, Rasch Model has plainer formulas, which is easier to be understood and calculated. Rasch Model is used to measure the item difficulty when building the Item Database. It plays a great role when estimate the student ability during the tailored test for specific people as well.First, the paper did a survey for non-English majors, to analysis their English listening status and obstacles, and then propose learning strategies from two dimensions and twelve obstacles. On this basis, to build an English listening CAT system depends on Rasch Model, with Microsoft Visual Studio 2010 kit and Microsoft SQL Server 2008 kit. It aims to test 12 different kinds of obstacles of English listening ability of the non-English majors. Using this CAT website, students can take specific test by choosing specific obstacle firstly, then they can obtain the diagnosis of their listeningability for the synthetical and for specific part, besides, students can also get their customized learning propose.
