In the process of the development of the European trade union movement, the role of the trade union in the native political and economic development of all countries increasingly highlights, Unions take various measures to safeguard workers’ rights, make the expanding trade union membership and union influence in the national policy. Along with the continuous deepening of European integration,European Union has appeared the trend of polymerization. European Union activity which is from scattered to the process of polymerization has become one of the important factors affect the post-war Europe’s economic recovery and political development.In the process of the development of the post-war European Union movement, before the1990 s, Because of the east-west differences in political and economic system, political attribute of trade union organizations, the organization network and content also have essential difference.Therefore, the research of the European Union from scattered to polymerization mainly based on the western European countries in the process of the activities and influence. The process is divided into two stages on the macro: One is the post-war period to the European Union was founded(1945-1973). This period of history belongs to the national trade union activity, as well as the high speed development of the trade union movement phase.
