The Construction Of Physician 's Credit Index System Based On Regulatory Requirement

[Objective] Based on the basic requirement of the social credit system construction in our country, in combination with the practical situation of the medical service market. To study and structure a preliminary indicators system for physicians credit and provide reference basis for physicians regulatory decision making.[Metbodsl] (1) Five experts to make use of the expert group meeting half structured interview, understand the connotation and influence factors of credit, carding the connotation of credit and the contents of physicians credit. (2)With Delphi method, selected 11 experts according to strict inclusioncriteria, those experts were investigated for two times. We design the questionnaire usingLikert 5-scale method to collect the experts’opinion of the importance of every item. We also collect the degree of familiarity with the content of the investigation and the authority coefficient, and according to the two times survey can improve the degree of convergence of experts’opinion. (3)With AHP (Analytic hierarchy process) method, calculate the weight coefficient of every item. (4) The data were analyzed with EXCEL and SPSS22.0.[Results] (1) A combination of expert opinions, "physicians credit" will be identified as: Physicians to comply with laws, regulations and code of conduct and the construction of medical ethics request, during the process of executing reflect on professional ethics, professional ability and the comprehensive recording and evaluation of occupational behavior, etc. (2) This study conducted two rounds of consulting, response rates were 84.62% and 100% respectively, show that experts enthusiasm is higher. Experts coefficient is 0.85, a higher authority, the result is reliable. In the overall index of the two rounds of consulting, The first round of coordination coefficient was 0.37, the second round was.38, according to the significance test, p values were less than0.05, indicating that the results were desirable. Delphi method income index system including primary index 3 items (professional qualification, professional ability, professional ethics), secondary index 9 items and tertiary indicators 43 items. (3)In then hierarchy total sequencing result, the weight of professional qualification, professional ability, and professional ethics were 0.2190,0.2926,0.4883, the occupational ethics level weights is the largest. In the combination weights of secondary, negative record(0.2942)>professional situation(0.1510)>social contribution(0.1098)>Diagnosis and treatment quality(0.0952)>research integrity(0.0946)>honors and awards(0.0843)>natural conditions(0.0680)>satisfaction of patients(0.0604)>management quality(0.0425).[Conclusion] Physicians credit index system composed of professional qualification, professional ability, professional ethics, containing nine secondary index and 43 items tertiary indicators. In the subsequent doctors’ credit management, we need to build a three-level management mechanism, covering the national, provincial and medical institutions. For example:perfecting the supporting system construction, integrated big data resources, cultivate credit services and credit products, and create typical demonstration, etc. All-round and multi-angle for credit mechanism play a role in the industry to provide policy guidance.
