As the international communications get more and more frequent, the information impact on human being's life and work extends to a great extent with the widespread of Internet. People try hard to keep up with the trend of time in order to make lives easy and successful. The vital method is to get necessary information. However, most part of information exists in Internet in the form of foreign languagesHence, languages are the barriers for people to obtain necessary information. To solve the problem, people appeal to the method named Machine Translation or to the Machine-aided Translation. Although there are many Machine translation system in the world, most of them are not very efficient. The current dominant methods are corpus-based and statistic-based Machine Translation. This article discusses the origin, development, and current trend of Artificial Intelligence and Machine Translation both in china and in foreign countries. Moreover, the insufficiency of such methods and the future direction are also explained in this article. The main points of this article are put on methods, characters, algrithm andprinciples of Machine Translation. Based on these analysis, the plan framework of Machine Translation system is put forward, which includes the design method of electronic dictionary, storage structure of electronic dictionary, query algrithom, corpus foundation, rule reservior foundation, semantic choosing, sentence alignment, foundation of class database facing object, evaluation and express of word character, design and management of user interface, etc. With the help of such knowledge, this article succeeds in implementing many functions of Machine Translation System, of which electronic dictionary and English-Chinese translation are put into an important status.
