In E-govemment construction, the official document processing is an important issue.This thesis gives the fundamental purpose and demands of digital official document standard and proposes a digital official document standard based on secure XML. This standard is secure, independent, open and extensible with features such as modification, auditing, aggregate and manifold signature, comment, wide range granularity of encryption, search and query, registry etc., for the processing of digital official document.This thesis treats peer-to-peer model in another point of view. Based on its flexible topology and extensible XML messages, the flexible structure of implementation of the official document flow procedure and processing entity is possible. The presented scheme deviates remarkably from the traditional official document system. In this scheme, strict hierarchical trust model is used, peers are not at equal level and the rank of a peer is decided by its user's responsibility and power in an organization, which is a natural and reasonable, a generator of memorizable and secure passphrase is presented, a standalone and a distributed secret key protection scheme are proposed respectively, the fundamental demands and a practical implementation of digital cachet are figured out.Morever, this thesis studies some other important security issues associated closely with official document system, such as key protection, digital cachet and secret distribution of official document,and an authentication protocol based on one time password is improved.
