As the fast development of GPS, the applications of GPS are increasing rapidly. The requirements to the security of GPS data transmission become more and more important. Here the Virtual Private Network (VPN) is researched for the porpuse. The Virtual Private Network (VPN) utilizes the open public network as a media for the user's information transmission, and achieves the safe protection of the information transmission course through the additional tunnel encapsulation, the information's encryption, the user authentication and the visit control, etc. Thus VPN offers the security performance similar as the private network to users. In this design, applying the VPN technology to the GPS data's transmission to guarantee the security of GPS data is significant for the development of GPS applications. At the same time VPN has the advantages of low-cost, strengthening security, apt expanding, etc. With the perfection of the VPN technology, more and more enterprises and users will pay more attention on it.This thesis mainly involves the following several points: 1 .It has introduced the concept, the requirements and three kinds of main implementation techniques of VPN. 2.The total design of the system, the flow of the system and the implementations of some core parts of the system are illustrated. 3.In the key part of the thesis, it demonstrates the VPN system combined with the graphic presentation in details, and putforward the implementation of system infrastructure and its each parts, in which there are GPS data receiving from the series port, the verification of the user, the exchange of the key, the encryption and the GPS database. 4. This work uses the RSA algorithm to doubly encrypt the conversation key in the transmission of exchanging the key, and uses the TEA algorithm in the transmission of GPS data. 5. The last part of the thesis gives some recommendations for further research of this work. This design uses the C program to implement the RSA algorithm (mainly using the big figure), the Access in database design to build the GPS database, and uses the Visual C++ to program the TEA algorithm, to implement all function modules and to joint eachmodule into the system.The VPN system can do both functions of the remote GPS data's collection and transmission. It collects the GPS data through the series port of the computer and implements the verification of the user, the exchange of the key, encryption in the transmission of GPS data in order to guarantee the security of GPS data. This system has used in < the traffic safety information system in inland waterways> (the scientific and technological development subject of the Ministry of Communications of China).
