With the increasing task of traffic industry modernization, the needs for transportation intelligentizing become more and more exigent. In the process of transportation network intelligentizing research from the point of view of transportation system synthetizing, the new fields of intelligent transportation systems (ITS) have emerged.According to the situation and development trend of current traffic of our country, the transportation supervision and control system based geographic information systems (GIS), one of techniques in intelligent transportation systems, will be researched from the point of academic view. It will be helpful to improve and strength the management safely, reliably and effectually to develop modern vehicle supervision and control systems integrated anti-rob, anti-thieve, police calling and attemper functions by means of application of GPS technology, modern wireless communication technology and GIS technology.Firstly, although there are many researches about shortest path algorithms and dynamic programming of optimality in the world, these researches adapted our country are rough corresppndingly. The reason is that China is a country with large population and compared to the developed countries in Europe or America, whichhave an advanced traffic system, diversified traffic manners exist commonly in the cities even in metropolis of our country (including cars, buses, trolleys, bicycles, motorcycles and pedestrians), which are not easy to be managed and harmonized. In addition, the service facilities in city roads or highway are not well as developed countries'. So the algorithm models of developed country are not suitable to our country. According to the specialties of traffic system in our country, this paper improved the algorithm B* and added the functions which can estimate the situation of every section of the highway. This can effectively avoid the situation that we might spend a longer time to go a shorter road. It is shown by experimental results that the responded speed and efficiency of shortest path algorithms can meet the need of the system. The mended algorithms B* is improved clearly in travel time and because of limitation of experimental field, the improvement of travel time is not more remarkably. But the travel time can be added up, its effect will be more ideal if it is used in practical situation.Secondly, the manners of database access are ODBC and ADO patterns in many transportation supervision systems now. In this paper, we will adopt the ADO.NET database access pattern which is mainly made up of two parts: data sets and dot net data offering center. The data sets may be used in many different data resources. Relative to the connection manners of ODBC and ADO, the prominent characteristic of AD0.NET is that AD0.NET can provide non-connection pattern of database access, can transport and store data with normative XML format.Thirdly, domestic transportation supervision and control system, was developed based on GIS system which is mature in Europe or America, such as Mapx and Mapinfo. This can shorten the period ofthe development and reduce the work complexity of the researcher. But this kind of development of GIS system is hugeness and it has little expansibility. The more important disadvantage is it has no copyright. Obviously the fatal defect is going against generalization of the system in our country. In addition, with the unique feature of VC++ in digital image processing, we use VC++ to develop vector graphic system of our supervision and control system center independently.Finally, we will construct a frame of transportation supervision and control system and develop a transportation system based on B/S pattern with C#. The reason is that, nowadays C/S pattern can not catch up with the update of hardware and the development of network communication. It is likely to need to continually modify service and function of the system. It will bring the unnecessary trouble and economic expense to customer. So this paper adopts B/S pattern to develop transportation supervision and control system.
