Along With the rapid development of science and technology, and the globalization of market and economy, the competition among enterprises is turning to that among supply chains. Under such new environment, supply chain management (SCM) is effective tool for improving enterprise competitiveness, therefore it is being. more and more emphasized. This paper gives a specific analysis about the current application framework of SCM system. Aiming at the shortages of the current application framework of SCM system, the paper designs a web application framework based on web service and persistence layer in .NET framework—JM_NET framework, and gives the solution that solves the key problem in the implementation of JM_NET. Finally, this paper designs and implements a SCM system based on JM_NET framework. The main research in this paper can be classed as follows:(1) It presents a web application framework based on web service and persistence layer in .NET framework—JM_NET framework. The framework divides application service layer in traditional 3- tier web application framework into business facade layer, business rule layer and persistence layer logically. It designs business facade by Facade design mode and provides service for web presentation with web service and stores business object in relational database by Tier Developer's designing persistence layer. The framework not only improves the maintainability and development efficiency of SCM system, but also enhances the interoperability and portability and integrability of SCM system.(2) It analyses the key problem in the implementation of JM_NET framework and gives corresponding solution and concrete implementation. The solution implement the accessing security of web service by authentication, authorization and identification based on SOAP header and ensures the confidentiality of transmitting data of web service by SOAP extension and improves the performance of web service by Nziplib library compressing SOAP information.(3) It analyses and designs the SCM system of Zhenjiang Golden Sources Environmental Engineering CO., LTD by UML according to the object-oriented software engineering thought, and applies JMNET framework to the SCM system development and a purchasing model is developed.
