The emergence of knowledge economy is bringing both opportunities and challenges to China in her development of information and technology in the era of information society. The competition between either nations or enterprises may mainly concentrate on the competition of the mastery and application of high-tech in each nation or enterprise. To cope with this situation, the Ministry of Communications urges to develop and construct infrastructure within the system of transportation and commumcations phase-by-phase and step-by-step so as to accelerate the development of communication through highway and waterway. Therefore, in her "The tenth Five-Year development plan of informationization of traffic of the highway, waterway", the Ministry of Communications puts forward that the aim of communication construction within the sections of the Ministry is to establish a framework based on "three networks and one database" within 3-5 years. This paper will first explore the various technologies on network build-up, such as frame relay, router, VSAT satellite communications as well as other relevant technologies on Intranet build-up, and then examine all the sections of current network in Ministry of Communications. In the third section, the paper will present a proposal based on the understanding of government's plan and consideration of current resources and environment within the system. The proposal will discuss the issues on establishment of internal network between all sections in the central office and between central office and local offices as well as the external Internet connection to the world, In order to fully give play to the role of information network of the traffic.
