Talent appraisal is a process that human resource experts test the concrete contents needed to appraise of various talents with quantization patterns, and judge and decide talents according to stated grades with qualitative patterns. Results of talent appraisal make units know people's competence and performance more deeply and deploy human resource rationally, and make them use people optimistically. But talent appraisal is a very complex process that needs to consider various aspects of people synthetically. Present methods of talent appraisal, such as standard test, structured interview, scene simulation, performance assessment and etc, can not solve the talent appraisal problem roundly and perfectly.Expert System is a system based on knowledge, which utilizes the special knowledge provided by human experts and simulates the thinking process of human experts, so as to solve problems that are hard even to human experts. The development of Expert System theory and technology make it used broadly in many fields and bring great social benefits and economy profits. In this paper, a new method that induct the theory and technology of Expert System to talent appraisal is introduced, which do the work of human resource experts using Expert System.Based on the analysis and research of talent appraisal theory foundation, methods, strategy, technology and standards, making the best of the special knowledge and experiences, applying the knowledge organizing and denoting, knowledge describing and acquiring, reasoning methods and strategies, and other theories of Expert System to talent appraisal and performance assessment, in this thesis we build the professional talent appraisal system based on Expert System theory and technology using production rule and forward reasoning, and implement it on the basis of an ERP software , PeopleSoft human resource management system. Applying this system has practical meaning and economy profits to improve the veracity and timeliness, and reduce the expenses of talent appraisal.
