Based on ARCOBJECT technology, Geographical Information System For Transportation Management is a information processing system aiming at intelligent transportation administration and policy making, supported by geographical information and transportation. In recent years, kinds of motor vehicles have been increasing in multiple folds. As a result, problems of traffic jam and frequent traffic accidents become more and more conspicuous. Although the implementation of city traffic rebuilding projects has improved cities'traffic net condition, traffic problems still cannot be effectively solved. Working as the transportation administration department, traffic police units must improve law enforcement efficiency; reduce transportation accident frequency; lower accident probability; make the public abide by transportation rules and promote the awareness of transportation safety. Then the goal of safe and expedite roads can be achieved. Therefore, a geographical information system based on the geographical information system is urgently to be set up, which will realize scientific, informatized and modernalized transportation administration. Geographical Information System For Transportation Management (GIS-T.M. for short) was developed with summarizing the necessity of informatization administration of city traffic control, geographical information system and technological functions and characters of ARCOBJECT. This system a computer software & hardware system for collecting, storing, managing, analyzing and processing spatial information and transportation information. It is the extension of GIS technology in the field of transportation. This system adopts a popular GIS platform software-ArcObject which is a desktop product development platform of ArcGis. Based on Microsoft component model, GIS-T.M. has strong openness and expandability, and can use built-in VBR script language or any development language which support Com component, such as VB,VC++ andDelphi, to write its own components and expand ArcObject component library for expansion of ArcObject application. Like developers from ESRI company, Developer can expand every part of ArcObject architecture. This platform is an ideal software platform for the system with easy operation and strong functions. Base on the traditional GIS, GIS-T.M. introduces spatial network concept, line overlapping, dynamic segmentation technology and special transportation modeling. GIS-T.M. can be used as basic database for design software, business management software and industry information management software. At same time, GIS-T.M. is a comprehensive system consisting of background database and foreground application software. It adopts Client/Server (C/3) structure: the structure of C/S has the characters of flexible development and efficient running, and can meet clients'personalized requests. High-level languages are adopted in programming, which brings very flexible graphic operations, interface customization table handling. This mode includes two parts: server and client. With the structure of C/S, this system gathers data-essential data in particular-on the database server to realize centralized management, which will ensure timely update and consistency of data in different computers, convenient data maintenance and safety of data. According to the purpose and task, modularization and open are adopted in design of the system to secure expansibility and compatibility. Then a practical system with advanced technology, reliable function and efficientutility will be formed. This system is consists of eight subsystems, they are: transportation administration subsystem, 122 alarm receipt and process subsystem, transportation administration post management subsystem, parking post administration subsystem, transportation control subsystem, road construction management subsystem, information release subsystem. This system fully utilizes the mass storage and high-speed calculation of ARCOBJECT technology. It shows several characters, such as: clear structure, well designed functions, smooth and reliable performance, good reliability and extended performance, in line with the application need for transportation control, wide application prospect, visible and friendly user surface. With the functions of visibly quantized display and database update, this system mainly focuses on search and inquiry for the geographical factors and information, and builds a real-time transportation administrative geographical information service platform based on network environment. Based on professional and comprehensive basic geographical information and with integrating the existing transportation information processing system, GIS-T.M. collects data of real-time information (traffic control signal, 122 alarm receipt and processing, police car positioning, traffic violations monitoring), distribution of police, traffic sign, parking post location and volume for analyzing, and then provide directors of units and bureau with real-time preliminary assistant policy making information, such as traffic flow of city main road's traffic flow, velocity, traffic density and accident status, therefore traffic administration staff can make quick response. Then part of information will be transmitted to traffic guidance screen through network and provide all-round traffic information service to traffic police, as a result to achieve traffic channel-off, jam-relief, and realize all functions of road and facility.
