At present, intelligent transportation system(ITS) is a foreland research task which is applied to the electronics in the traffic field in the world. In the ITS, image disposal technology gets road traffic image by image sensor. It utilizes method of image disposal together with computer vision, simulates vision function of the people, obtains useful information which ITS needs.Due to drivers disobeying or running the red light, road accidents occurrs easily at road junctions. To prevent drivers disobeying or running the red light, people have already applied novel technology such as image, camera, sensor etc to road junctions. Nowadays, the method is usually only applied to immovable road junctions detection. The road surface is destroyed due to loop detector buried. Also the method influences normal traffic order.The paper presents research on monitor of vehicles peccancy on a video. Two aspects are presents to resolve vehicles peccancy, one is on the recognition of virtual loop, the other is on the recognition of difference. The emphasis includes moving vehicle detection, recognition, tracking, matching of virtual loop detection(VLD) etc. In course of VLD, a matching method on MAD is utilized. In course of moving image detections, a method of the difference between inter-frame is proposed to detect moving regions. Also a method of the region growth is proposed to achieve connectivity determinant of moving parts and to avoid effect due to vehicles shadows. In course of tracking, a method of vicinity is utilized together with Kalman filter to present moving tracking and velocity parameters of vehicles. Finally, it combines the result of VLD with the result of moving detection to estimate vehicles peccancy. The method is processed simulation experiments. The results indicate if integrating image disposal and recognition in this paper, it can nicely recognise vehicles running the red light in video frequency.
