The information society has greatly spurred the development of IP-based Internet. In order to achieve more bandwidth, Optical Transport Networks (OTN) increasingly gained more concerns with its advantage of large capacity, high speed and low bit error. Intelligent Optical Networks (ION) has also been proposed to meet the dynamic and paroxysmal nature of IP traffic. Optical networks management is a key technology in this field and a worldwide research focus nowadays.In this paper, the management of OTN is studied. According to its feature, management function, which is different from that of traditional telecommunication networks, is analyzed. Upon the modeling of management objective, a complete management structure of OTN is proposed. Additional attention is paid to the management networks and management protocols, which will facilitate the implementation of management.A Network Element Management (NEM) system is implemented on an experimental optical network supported by Tsinghua University. After the test of the optical nodes static loss, several guide line to improve the static system performance have been concluded. The hybrid scheme of the NEM system and its protocols, which is based on SNMP, has been proposed. According the protocols, the core communication process of NEM is implemented after the comparison of several methods.In ION, it is still necessary to keep administration and management of control plane. A novel management structure of control plane in ASON is proposed. With the investigation and partition of their function, the control plane and management plane are expected to work harmoniously. A complete management system of ASON, which includes both the transport and control plane, is discussed.With the emergence of control plane, the NEM of ION should be correspondingly extended. To meet this demand, the supplement of function of NEM is analyzed. And upon the integration of NMI-T and CCI, a new distributed NEMServer scheme, based on Client-Server model, is proposed. With multi-interface for instantaneous access, the scheme has been successfully applied to a key project supported by NSFC as the NEM of the first ASON test-bed in China. The operations interrupt time of protection/ restoration are below 89ms/300ms respectively.
