Information retrieval is an important social activity in this information age. But in practice, the retrieval results cannot always meet the demand. It will be an important research topic how to acquire effective information through Information Retrieval.The traditional information retrieval method, which describes information resource and demands in the same semantic space, extracts their characteristic information, then weights the similarity of information resources by match and calculate the characteristic information, and retrieved relative information resources.Semantic web is a system of multilayer techno-frame. It can express the signification of information resources; describe the relationship between information resources; establish an integrated concept system. So the computer can deal with the data processing, exchanging and reusing automatically by using an agent.Information content retrieval is going to establish a system, which can make semantic qualitative analysis and pragmatic quantitative evaluation of information resource itself, in order to distinguish the connotation of different information resources, so that we can retrieve out resources with more effective knowledge. When the Semantic Web technology is applied to the traditionalinformation retrieval method, the technology of Information Content Retrieval came into birth. Semantic Web technology provides qualitative analysis method and extends the semantic space of information retrieval. Information Content Retrieval technology introduces quantitative analysis method, and the retrieval process is also a process of quantitative analysis. Information Content Retrieval is a significant aspect of intending retrieval technology development, and it must bring a revolutionary change to the retrieval technology.This article, takes Informetrics as the theme, qualitatively analyzes semantic connotations of different scientific and technical documents by using Semantic Web technology; quantitatively analyzes knowledge connotations of different scientific and technical documents by using the citation relationship; constructs the module of Information Content Retrieval; and achieves to present retrieval results of relative core scientific and technical documents.There are seven sections in this thesis. In section one, it presents the necessity and objective demand of Information Content Retrieval. In section two, it explains four concerned aspects of Information Retrieval, including semantic space, information representation, information retrieval process and information retrieval result. In section three, it explains how to use Semantic Web to represent connotation, describe relationships, form conceptions and rule system. In section four, it constructs Information Content Retrieval frame, which is based on the Semantic Web, and analyzes the connotation of the information resource both qualitatively and quantitatively. In section five, it gives an instance about Information Content Retrieval of Informetrics. In section six, it objectively analyzes the problems remain in Information Content Retrieval as well as prospects the future development of it. In section seven, it summarizes the significance of Information Content Retrieval.
