Along with the development of network age, the network resources become the main source of knowledge for everyone. The theories of Semantic Web figures out how to organize the network resources in a form of knowledge that is both flexible and useful for machine-automated process. Furthermore, the theories provided the foundation for exploring a new technology of knowledge navigation in which the key word is not the core of the navigation solutions any more, but knowledge does.In this article, we use the XML Topic Maps (XTM) as the metadata model and explored the architecture of the knowledge navigation system and the implementation in the semantic web environment. We give out a resoulution to improve some limitiation in the navigation system which based on keyword. In this architecture, there are three important layers: metadata description of the network resources, ontology defining the terms used to represent an area of knowledge, formal logic inference. Metadata provides a resoulution for the integration of the resources with different format. Ontology and logic inference devised the way the Semantic Web service can provide and the navigation solution in the knowledge navigation system. In our study, the logic inference layer is the most important. We referenced some result of the study about how to map XTM to the formal logic, and put forward a new way and the implementation of mapping of XTM to formal logic. Accordingly, we give out the knowledge navigation scheme.In the end of the article, we introduced how to use our knowledge navigation technology to the Navigation by Subjects. We figures out how to solve the actually limitation in the digital library: the separation of the knowledge construction with the expert knowledge, the difficulty of the knowledge organization, and the lack of data integration. In the digital library construction of South-Central University of Ethnic Communities, this study make a noteworthy contribution.
