With the development of modern multimedia technology, the information industry based on the application of modern multimedia technology made a rapid progress. The success of the industry activities relies on the constitution of the technology standard. A great effort is made to study the video technology and constitute the standard in the field of academe and application. The video standards, such as H.261, H263, H.264, MPEG1, MPEG2 and MPEG4 etc, meet the demand of different applications. With the obvious trend of integration with the global economy, the competition of the multinationals is becoming the competition of video standards. The H.264 and MPEG-4 video standards is adopted by many users, but they have the problem of compatibility and the complex and expensive technology authorization which makes a great challenge on the application under the current condition of market economy. As China has one of the biggest video and audio products markets, it is imperative for us to cope with the historical opportunities, break the foreign monopolization in this field and constitute a video and audio standard with our own intellectual property rights.AVS Workgroup was approved and established by the Science and Technology Department of Ministry of Information Industry and realize the union of the native enterprises and research institutions on June 2002. The mandate of the working group is to establish the standard for compression, decompression, manipulation and display in digital audio and video multimedia equipment and system. On Dec 2003, the FCD of system and video, the 1st and second parts of AVS, are completed.With the development of the manufacture technology for the very large scale integration (VLSI), the technology of data signal processing (DSP) and the technology of Application Specific Integrated Circuit (ASIC), both based on the VLSI, provides the powerful supports to the implement of complex algorithmic, especially to the real time video process. The MAP-CA (Media Accelerated Processor for Consumer Appliances) Broadband Signal Processor (BSP), a kind of the new DSP products for Equator Corp. in America, offers a highly integrated single chip solution for broadband products. The MAP-CA is a member of the MAP series of VLIW processors. A parallelizing C compiler, linker, source level debugger, simulators, and libraries are available. Because core media applications can be delivered in software on the MAP-CA platform, it is easy to add, remove or enhance the functions of final products. The MAP-CA provides the proven and effective solution for rapidly evolving broadband applications.In this paper, we present the design of AVS encoder (v1.0) for video, based on theMAP-CA development platform-----StingRay board and iMMediaTools SDT. In chapter one, wepresent the status of the national standards for multimedia technology and the development of DSP; In chapter two, we present the AVS of our country; In chapter three, we present the structure and mechanism of MAP-CA BSP-15, and the constitutes of StingRay board; In chapter four, we present the MAP-CA software development platform-iMMediaTools SDT; In chapter five, we expatiate the design procedure of AVS encoder, including the idea, frame structure, program design for the key modules, implement of encoder, optimization, analyses of the result, the further work etc. In chapter six, we summarize the experience of the design based on the MAP-CA.
