As a combination of geography science and information technology, the development of GIS has been closely related with the advancement of computer technology since its very beginning. With the coming century, the computer has entered the new era we call it "after PC era". In this era, the computer science has development a lot in Embedded system and wireless network. All of those are well prepared for the development of Mobile GIS.First, this paper summarizes general idea of Mobile GIS, include search actuality, technical background and it's applying domain. Then introduce some related concepts. Such as Mobile GIS, GPS, car navigation and monitor system, wireless network. The third part is the most important, in this part, analysis the main problem exists in the Mobile GIS: After compare many vector compression algorithm, propose the novel algorithm to suit the Embedded system, and got the better compressing rate, so solved the problem of how to compress the data in PC to suit the Embedded system; the memory of the Embedded system is limited, how to organize the data to ensure the operations made on the map correctly, use the Layer Architecture to organize the spatial data, made it in reason to suit the Embedded system. After analysis the Embedded database system SQL Server CE, find the way to synchronize the database in the Embedded system and the PC.The new idea of the paper include:(l) From analysis the hardware specialties of the Embedded system, combined the Douglas-Peucker algorithm and filter dot compression algorithm, got the high rate of compressing. (2) Uses the Embedded database to synchronize the data between the client and the server, and then avoid the data loses when there is something wrong with the net transmission, the Mobile GIS flat has been used in the monitor of the navy car system.
