All the countries has plunged plenty of labour and resources material into it in order to solve them, and we have set down all kinds of strict management measures, but events of harming to network security happens all the time. It proves that the saftey of network not only pure technique problem but also it is a system project which comes down to different fields.The government financial management information system (GFMIS) is complex information system that used advanced information technique, support budget authorized force treasury concentrate payment and macroscopic economy analyse . GFMIS is covered with all levels departments of government finance manage and finance fund use. It satisfies the needs of holding out manages of department, collect fisk single account macroscopic economy forecast and office automation.Owing to GFMIS having country's quality. Its importance makes information value increase doubly,but it exists its own frail weak of management and technique. So GFMIS is easily attacked by hostility countries and overseas organizes, hostility misdeed molecules and hacker. It often makes GFMIS put it on the street, distorting and canceling. So it can't bring into play in its effect,seriously it makes the country suffer huge damage,even more the country's safety may suffer badly menace.In order to solve above-mentioned problems. According to the material offered by finance department. We found security function system. We confirm that security problems which need to be solved.The paper stands the opening and interlink safety systems, aim at preventing from stealing secret. according to GFMIS safety standard. Using system project way. We study, especially to prevent to steal secret, the method of constructing the network security architecture about GFMIS network in the view of Nation safety. On the base of researching the resource of governmental network, the network topology,the application of the operation and the current condition of network security, using the method of systems engineering, the author analysis the risk and security pllicy and security requirement, researched security policy and management policy,at last,completely build a solution of protecting GFMIS network from stealing secret information,on the base of open system internet security architecture.
