Beijing District Heating Group (BDHG) is charge of central heating, hot water and vapour of the whole Beijing, which makes its users very much. But the charge system of BDHG was finished by Fortran in language and by foxpro in database before. It was only stand-alone and no network, exactly a single management software, a single database, but it couldn't be called a management information system (MIS). With the development of the interior information construction, as the method and pattern of work, technology, office automation and management of high level of MIS, its application is getting more and more widely. So BDHG brought forward a demand of building new MIS, which based on the need of the whole operation.After the research of BDHG and current database flat roof, Oracle 8I was selected .The whole database was divided into four database parts: system database, heating database, hot water database and vapour database. After the run of the whole MIS, the structure of the database was reasonable and the privilege of setting was safe, which made it very good extensible and compatible.The MIS could make BDHG entirely implement the management of using the computers and information share. Using united flat roof, the general part of the MIS was picked up and designed, which made united method and product flat roof formed. With regard of the personality of every department, many parameters were wholly used, which made the configuration flexible and was able to adapt each department different needs. So the MIS was extensible, adaptive and flexible.The system had a general report part, which made it possible that those users could define their own reports on the basis of their need. And these reports could be saved as report templates for repeatedly used in the future. The system also provided strong graphical display functions, which made users analyze data using histogram, pie, star chart, relative graph and graph.The particular help part could make users quickly learn and conveniently operate the system. The monitor part could make the whole system safely run when the network failing and the operation system dying. The communication protocol based on UDP made the system extensibility easy. The exact log file could find the maker of the disaster. The security monitor was able to record the IP of the user who had no privilege to try to enter the database.The background privilege management that divided the work distinctly was built. The DBA defined many roles based on the need and set proper access privilege, so users were distributed different roles on the basis of their responsibility and experience, which realized the logic division of users and roles and made the privilege management convenient.
