| With the development of information technology in government management, the mode of building application product upon the based software platform revealed such disadvantage as low efficiency, long implemental period and slowness to answer the change of user requirements. Upon this background , we advanced the solution of inserting a new layer which can be called the integrative business platform between application software and the based software platform. The integrative business platform oriented and driven by business provides the tool of building business model and the environment of model run-up. Building business model directly on the platform can rapidly reduce the complexity of developing and improve the efficiency of software development, release and maintenance.In the chapter 1 and 2, after putting forward the conception of integrative business platform it discussed the characteristics and design idea of the platform especially on some key technology points. From chapter 3 to 5, it expatiated the implementation of platform used on urban planning business. It concluded three models including customized interface editor, workflow editor and print editor. Considering the difficulty of the whole platform, a developing group of three finished it together. And in this group, I took charge of designing the total system, the design and implementation of customized interface editor and the design of customized flow editor. So in chapter 3, the paper clearly expounded the design and implementation of an customized interface editor by dividually analyzing three parts such as control encapsulation, interpreter engine and design engine. In chapter 4, it elaborated the whole design of flow engine.In chapter 6, the paper gave a real application example which validated the feasibility of building MIS based on the above platform and fully illuminated that the appearance of integrative business platform would become the more effective method of developing MIS.
