The development of Internet brings great convenience to the freetransmission of information. To a great extent, Information sharing breaks through the restriction of time and space. However, all times, freedom is comparative, true freedom must be on the premises of domination. The network information transmission based on Internet, with no sheer freedom, is restricted by law, morality, and technology etc. . "So long as there exists a nation, freedom is the combination of right and obligation" . Only everyone accepts some kinds of restriction, can everyone enjoy true freedom. So, network information transmission should be controlled and guided from different layers such as administration, technology, and legislation, so that users can get maximum information freedom.This paper mainly discusses the connotation of the free degree of network information transmission, as well as influencing factors, evaluation indexes, and guidance strategies. It is composed of six parts.The first part gives a general introduction of the dependent relationship between network and information transmission.The second part analyzes the definition, conduct essentials and structure levels of the free degree of network information transmission.The third part discusses the influencing factors of the free degree of network information transmission.The forth part provides the evaluation indexes of the free degree of network information transmission.The fifth part studies the guidance strategy of the free degree of network information transmission, according to the influencing factorsand evaluation indexes in the front parts. The last part is a brief conclusion.
