This paper studies dielectric characters of rain and fog, calculate the equivalentcomplex refraction constant of rain and fog and find them prediction models usinglinear and non-liner system identification method, get average value of complexrefraction constant in different rainfall rate range of rain. Then, after computing XPDinduced by rain, its forecast model at different propagation distance is found. Thispaper also discusses the relation of reflectivity of rain with rainfall rate, takingdifferent polarization wave into account, and that of fog with visibility. And, theattenuation rate rose out of fog is studied, calculating that and modeling it predictionformula using non-linear system identification method. Then, the equivalent RCS ofrain and fog are discussed, which of rain is discussed at different polarization state ofradio wave, which of fog calculated using equivalent complex refraction constant iscompared with that using complex refraction constant of water. After that, theeffects on radar deriving from rain or fog are discussed qualitatively.
