This paper uses the boiler water level system as the controlled object, studies and realizes the web-based remote control system.The rapid development of Internet has changed the economy structure and people's life style greatly, and if human's behavior is transmitted as digital signal, the Internet will become the carrier of this behavior so as to extend human's operation. Web-based remote control, which is based on tele-operation control, refers to establish an open connection between control system and Internet/Intranet environment by harmonious operation of man-machine interaction to realize the real time remote control. With the combination and infiltration of control technology and computer, network, communication and so on, web-based control will be the new direction of control technology.Time-delay is one of the important problems in web-based remote control. In this paper, we analyze the statistic characters of time-delay in detail, and put forward to adopt Elman NN to forecast time-delay intelligently, design appropriate compensator based on adaptive Smith forecast theory. The experiment results prove that this methodcan improve the forecast accuracy and system's dynamic performance. In the application of real time data transmission, Forward Error Correction(FEC)is a good method to resume the lost data. In this paper, we discuss many kinds methods of FEC.We take a second-order water level control system as the controlled object to study the control structure based on Internet, put forward a 3-layer model, that is client/server/on-site model, and adopt VB+Socket technology to realize multi-users communication. Finally we test the system in LAN and Internet environment, and the results show that the system achieves the expectant requests.
