Along with the network technology development, the network already permeated each aspect of our life. After the nearly 10 year's school computer network development, now in the domestic majority of universities, it's very convenience for students to use the network in the campus. How to effectively use the network to serve the teaching, the learning, and the management is a topic, which already became extremely worthy to pay attention to and perform research.The Q/A is in an essential basic part of teaching activity; its main work is to answer questions of the students in their study. The performance of the Q/A work will be able to directly affect the education quality. Because the universities continuously increase the number of students, the traditional Q/A pattern no longer adapts to the Q/A demand, the Q/A pattern urgently awaits to reform. The development time of the network distance higher education is limited, its Q/A system based on network waits for further consummates. This article designed and realized a Q/A system based on the network with consummate functions, and the suitable surface of the system is broad.In the first part, the article analyzed the insufficiency of current traditional Q/A mode in the universities, as well as the present situation of the Q/A system based on network of several network higher distance education unit, proposed the necessity to design and realize a Q/A system based on network with consummate functions.
