With the development of multimedia and network technologies , video-on-demand ( VOD ) has become a kind of widely commercial application. A VOD system must provide real-time -. highly clarified multimedia according to client requests. Its characters are the strict const raints on real-time x i nteracti vi ty and quality of service . The system designing described in this paper applies the cluster technology, which can provide high-level services with the ideal ratio of performance and price. The content firstly discussed is the structure of the cluster system in which the servers communicate with each other by periodically sending messages to guarantee the stability and fault-tolerance .For balancing the workload, the system adopts a prioritized admission strategy, which is complex but can reduce the average wait time. And for reducing the response delay, we propose the hybrid scheduling video stream strategy which is the combination of grouped prefetching and cycling playback .The hybrid strategy can improve the system throughput while holding video continuous at the same time and can stand the high request ratio of the hot movies on prime time. The VOD system based on cluster can be applied on local area nets such as hotels and communities.
