This master thesis aims at developing a remote monitor and control system for the circumstance of a river in QiongLai of SiChuan province. The system is designed to collect the height of water of the measured points, control the slacker of the river and process the data in the distance. The system has some remarkable features as follows: real time response, high compatibility, high expandability, high precision, interference tolerance and friendly interface etc.Considered the analysis of the requirement, the overall design is carried out on the basis of the actual character firstly. The system is composed of three parts: data collector on the spot, monitor station, monitor center. Then we will introduce the three parts and the communication network. Next, the design and realization of the data collector are discussed in detail. In hardware design, A/D, MT8880, serial port communication module and other interface circuit are described. In software design, the related algorithms such as scale transform, digital filter, digital zero, DTMF communication and repeated output program are considered. Thirdly, the detailed design and implementation of monitor station and monitor center software are presented, and attention is especially paid to the remote communication, database development and the design of interface. The remote communication is realized by two ways: FTP and defined form data package. Finally, the thesis deals with the interference problem and the anti-interference techniques for data collector and monitor station.
