The diagnosis, forecast and prevention of plant diseases and elimination of pest have become one of the important aspects in agricultural production. At present Web-based comprehensive ES for Hebei Province hasn't been produced.. And because plant diseases are greatly different according to different regions or atmospheres, so this system satisfies the essential requirements for Hebei Province.The study of this system takes advantage of eleven kinds of models (mid-term and short term)on wheat or corn diseases and insect pests which are offered by the department of plant protection, Agricultural University of Hebei, which based on the regularity of the plant diseases and insect pests in Hebei Province ,and make accordingly database and knowledge base.In this paper, this system utilize ASP technology and the method to develop the dynamic Web pages provided by ASP and present the construction of Web-based Plant Expert System after analyzing the current technology development and network infrastructure conditions and present a new framework with the base of Web technology. By comparing foreign and domestic agricultural expert systems, we put forward the scheme of this system, which uses the structure of Browser/Web Server/Database.Due to Active Server Pages, the system gives the method of access Web-based database and makes a discuss to the security of ASP program. So it can be accessible through Internet, and has good backward compatibility. These technologies ensure the system extensibility and lower the complexity of system maintenance. And finally this paper gives a optimize project for program.Meanwhile, this system following technologies are introduced: departed knowledge base and inference engine, ASP technology; knowledge representation method based on depiction knowledge, data knowledge and regularity knowledge; forward and backward chining; approximate reasoning based on CF model, accordingly, it settles the complication and fuzzy of Agricultural knowledge.
