The layout and construction of CDMA network, either narrow bands called IS-95 system or 2.5 generation and the real 3 generation, deserves more attentions in the new century. Here access network interface (shortened with 'A interface') between the MSC and BSC is an important part in the CDMA networks, It has a significant and practical meaning to give a thorough research to 'A interface' in MSC network Side.The realization of 'A interface' on the side of network is the main work of this paper. The difficulties of the realization of 'A interface' are firstly put forward and then SCCP in NO.7 system transmitting signals over 'A interface' is described in detail. Subsequently the types of the SCCP message which are used to transmit signals information over 'A interface' are analysed thoroughly based on how to construct the communication networks, how to construct the primitive language of such SCCP messages is also analysed in depth. A more efficient encoding and decoding method compatible for many protocols at the same time. Designing method and realization process in the service layer of 'A interface' is given later, here the principle of events driving finite status machine is used to meet the service function of 'A interface'. A new overload control functioning algorithm is given and the testing result proves the algorithm is much valid in controlling the messages entering into the MSC system over A interface. Finally the modifying scheme upgrading from IS-95 system to CDMA2000 IX system is discussed.I really hope that it is helpful for those who are devoted to the study of communication protocols and the implementation of communicating systems.
