Emergency Management Of Our City Group Events

The city, as a main measurement of the level of the country's modernization, has played an important role in a country's social and economic development. It has brought a great challenge to local governments that the emergency of group disturbance blocks the development of cities. To improve the performance of local governments, maintain sound economic development and to build a harmonious society, local governments have to establish a managerial mechanism for emergency management.Since 21st century, emergency management has been attached great importance by our country. In 2007, China Emergency Management Law came into existence, according to which a centralized, comprehensive coordinated, classified, autonomous emergency management system has been set up. Major cities have established their own mode of management with characteristics. However, many problems of emergency management still exist, for instance, disappeared transmission of authority information, untrue information, untimely and improper treatment. There are many reasons which contribute to this consequence; ideologically, many local government officials adhere to traditional management methods and lack crisis awareness; in aspect of system construction, laws and regulations are limited and we do not even have a prevention and early warning system to fight against such emergencies; in terms of social management, traditional static management mode under planned economic system has keep our society from being active and meanwhile, the grass-level managements are to some extent idle for not relieving the contradiction among different parties.This issue has become more and more urgent and measures as follows should be taken:Firstly, we should improve the capacity of emergency management of city group including establishing a correct concept of crisis. Secondly, an efficient emergency management system should be built, such as the establishment of a standing organization for these emergencies with scientific regulations and efficient treatment.At last, we can set up a particular column for governments and public to make smooth communications and provide rational guidance for mass media.
