University students are valuable resources of the country. They are also the hope of the nationality and the future of our motherland. Their thoughts and morals directly affect the features of China in 21st century, the realization of the construction destinations on our socialist modernization, and the insistence on our Party's basic route for 100 years. University students in the modern times have very active ideas and liable to accept new thoughts. Along with the awakening of subjective consciousness, they have formed variety of value orientation and complex of value pursuit but they haven't formed a mature world outlook, view of life and values. They, around 18 or 19, have not grown up in their psychology, which develops obvious weakness, such as holding extreme views, strong curiosity but blind obedience, rich imagination but little observation. The author has been working in a college on students'wok and has a very deep feeling about the importance and the problems of ideological and political education for newcomers. Through practical experience, the author chooses to research on this subject aiming to give some measures and advices in order to strengthen and improve ideological and political education for newcomers in universities and colleges by study of it.This article aims.to look for measures on the basis of analyses and study of the problems of ideological and political education for newcomers. The logic consequence is to define the concept of ideological and political education for newcomers in universities and colleges, then to find out various problems and analyze their causes, finally to put forward the settling ways according to relative theories, documents or famous works.There are three parts in this article.The first chapter is the summary of ideological and political education for newcomers in China today. It is to define some relative concepts in order to prepare the theories for how to strengthen and improve ideological and political education for newcomers in universities and colleges. It discusses the meaning of newcomers, their characteristics at the moment; it explains the concept and content of ideological and political education; it analyzes the rule of seniors. The theoretical summary in the first chapter studies characteristics of newcomers compared with seniors. Firstly, in their psychology:they have a strong feeling away from home, lost and bad in interpersonal relationship. Secondly, in their study:they feel lost in the "freedom" of their time without targets, with a loss of energy and dissatisfaction of their majors. Thirdly, in their life:they are bad in living skills, and don't adapt to food, work and rest; they don't know how to manage money matters, and lack of ability to consume intellectually. It analyses that the ideological and political education for newcomers in universities and colleges should pay more attention to the psychology and personal virtues as well as to their study and life. It makes clear the goal of ideological and political education for newcomers referring to its contents. It is to educate students with Marxism-Leninism, Mao Zedong Thought and the Theory of Socialism with Chinese characteristics that they should put the correct political orientation into the first place and they should be trained as the New Generation with "Four Qualifications "(the qualifications of having ideals, morals, culture and discipline) in socialism. The main task is to quickly realize the change from high school students to university students and to make a good basis of further ideological and political education.The second chapter is the analyses of problems in ideological and political education for newcomers. The author, who can communicate with newcomers widely and deeply, analyzes problems in political, ideological and moral education for newcomers; meanwhile, it discusses those problems at the moment on the basis of the first chapter. Firstly, parts of the newcomers lack of correct realization both in ideals and faith so that there is still some mess in their beliefs; they are out of line between realization and activity, theory and practice in their political behaviors and abilities, which shows their childishness. Secondly, the widespread of web causes higher and higher frequency in accepting different consciousness from different parts. So their thoughts are becoming more and more complicated along with the reform and globalization, and they mix their realization with many factors such as personal profits. And they have formed variety of value orientation and ways of thinking. They also have strong consciousness in themselves and competition. Thirdly, they advocate good social ethics but tolerate uncivilized behaviors; they care about personal working ideals and challenge traditional professional spirits; they pursue pure love but lack of preparation for marriages; they appeal to "honesty and keeping faith" but don't give up cheating and speculating under certain conditions; they long for good interpersonal relationship but have an obvious incline for utility in interpersonal communications.The third chapter is ways to strengthen and improve ideological and political education for newcomers today. It puts forward a general train of thought and concrete measures on the basis of the second chapter. The general train of thought is to widen its content theoretically and further rich and perfect the theories of ideological and political education for newcomers so as to build the New Generation with "Four Qualifications" suitable for the development of the times and construction in China. Firstly, measures to settle problems in newcomers' ideological and political qualities:to unite them quickly by classes and communities so as to prepare for formal courses; to bring teaching in class into play, especially in political courses; to make all the courses educative as well as teachers. Secondly, measures to settle problems in newcomers'thinking qualities: to strengthen the construction and management of the web in school and actively occupy the position of education in web; to build an active and outstanding school culture; to launch deep and delicate mental health education. Thirdly, measures to settle problems in newcomers'moral qualities:to promptly bring organizations in the Party and the League into play; to try to settle practical problems of the newcomers; to further develop social practice. Finally, measures to settle problems in the affection of seniors to newcomers:to educate students in higher grades to set a good example and to make an active and healthy atmosphere in campus.This article pays attention to both the study of characteristics of newcomers in universities and colleges and the heritage and development of achievements in ideological and political education. On the general train of thoughts and concrete measures to settle problems in newcomers'ideological and political qualities, it refers to existing some achievements in ideological and political education research, heritage and develop some effective ways and measures.
