Faculty governance is one of the traditional administration model in western universities. It has a long history. Dating from Paris University in the Middle Ages, it has played a very important role in the development of the western university. To the 19th century, most of the western universities have implement Faculty governance. However, to the 20th century, many universities such as Harvard University, Yale University adopted the concept of Faculty governance and made it characteristic of democratic governance.Faculty governance once there were transient introduction and implementation in the first half of 20th century as the system of a kind of university, play a very important role to the development of the Chinese universities.But after new China establishment, because system reason of respect Faculty governance the introduction in our country had break down long-term. In recent years, with the reform of higher education administration system,Faculty governance begins to be paid more and more attention. Many universities start another round attempt of implementing Faculty governance to build Chinese characteristic system of Faculty governance. This thesis attempts to provide some enlightenment for the reform of our university administration system through exploring the Faculty governance.This thesis applies the research methods of comparison and history and talk show to study faculty governance systematically.This thesis includes of three parts below.The first part is about the theory of Faculty governance. It shows us the concept of connotation and essential characteristics about Faculty governance. In fact, Faculty governance is to manage the academic matter in higher institutions all by the staff of professors. Faculty governance is naturally requested by the fact that university is a place to explore advanced knowledge. It is decided by the particularity of higher education administration. And the history of Faculty governance in the universities of western countries is introduced. The right mode of operation is also discussed afterwards.The second part is about the history, status and problems of Faculty governance in China. According to the characteristics of faculty governance development,We divide it into three periods:the Period of forming,the period of enforcing,the period of developing and the period of reforming.There are some problems both in theory and in practice in the Faculty governance of Chinese universities:We have not paid enough attention,it has not been put into practice sufficiently, the relationship of academic power and administrant power is not balanced and it is lack of guarantee of the law.And then it illustrates the reason of Faculty governance from four aspects,the history,structure,the lack of balancing academic power and administrative power and culture.So we have to take Faculty governance as the long-period aim,establish the power of decision-making and administrating of professors on academic matter,provide guarantee for Faculty governance from the law,and find a Faculty governance model which is suitable for the situation of China.The third part is about practice of Faculty governance in China. It tries to summaries the models and theories of Faculty governance from the history of it ,which can be used as reference for the implement of Faculty governance in China,and in the way of transforming the concept and improving an excellent teaching staff and perfecting organization and so on. So that we can find the model of Faculty governance suitable to Chinese situation.While introducing the concept of Faculty governance, universities learn from it and absorb the experience of western university critically, enriching its content.
