The Research Of Function And Means Public Security Organs' Intervening In Prevention Cure Juvenile Delinquency

Since the 1980s, Juvenile Delinquency has been a hot issue of the whole social concern. Governments at all levels and relevant functional departments has been doing much work to combat such a crime, which plays an important part in the control of the trend of juvenile delinquency. In recent years, however, juvenile delinquency is rising because of various reasons. Therefore, how to prevent and control the juvenile delinquency has become a serious issue we have to be faced with.From the perspective of the social development, the increase of juvenile delinquency is an inevitable phenomenon in the process of social transformation. As a result, to strengthen the research on juvenile delinquency is important in China's modernization. Only by strengthening the prevention of juvenile delinquency can we take appropriate preventive and treatment measures, which will realize the purpose of successful prevention and control of juvenile delinquency. Social security will become better and better through reducing the number and harm of juvenile delinquency , which can not only provide a good environment for the economic and social development of our country , but also promote the economic development and advance of our society.This thesis analyzes the function and means of public security organs'intervening in the prevention and cure of the juvenile delinquency by using the theory of public management, administration, sociology, criminology, psychology and other disciplines. The first part analyzes the background and significance of the research. The second part analyzes the current situation of the prevention and cure of juvenile delinquency. The third part analyzes the function of public security organs'intervening in the prevention and cure of juvenile delinquency. The fourth part analyzes the means of public security organs'intervening in the prevention and cure of juvenile delinquency. The fifth part analyzes the problems and their causes of public security organs'intervening in the prevention and cure of juvenile delinquency . The sixth part analyzes the suggestions on improvements of public security organs'intervening in the prevention and cure of juvenile delinquency. This thesis advocates that public security organs should play a greater role in the prevention and cure of juvenile delinquency. First, we should change the traditional way to prevent juvenile delinquency and form a comprehensive system of prevention of juvenile delinquency, including the public security organs. Secondly, the author proposes a series of recommendations such as the project of Junior Police Volunteers, Community Policing,improving the Community Correction System,setting up specialized police agencies ,strengthening the training of the police, which can overcome the factors of legal defects and the public security department deficiency.The features of the thesis is that; first, it change the traditional way to make researches on juvenile delinquency. The traditional way is to set up a comprehensive prevention system according to the features and causes of the juvenile delinquency. But the author provides the advice and suggestions from the angel of the function of the public security organs. Second, on the basis of the system of the prevention and cure of juvenile delinquency, the author conducts the research on the public security organs'intervening in the the prevention and cure of juvenile delinquency, and then points out the importance of the public security organs'intervening in the the prevention and cure of juvenile delinquency. Meanwhile, combing the actual work, the author reveals the factors affecting the public security organs'intervening in the the prevention and cure of juvenile delinquency and makes a series of suggestions for the government to improve the current prevention system of the juvenile delinquency.
