After Justice And Honesty

The problem of FSCS (Financially Strapped College Students) has been appearing since the reform of economic and college system began. It has become an obstacle confining the education justice and sustainable development. The identification system for FSCS which assures the fulfillment of distributive justice is the first condition making various policies of financial assistance work and one of the most important parts in education assistance research. The main purpose of this article is to illustrate the present situation and problems of identification system for FSCS.The train of thoughts and methods are proposed to improve the methods of identification and the effect of assistance. It points out that the effective operation of the identification system for FSCS depends on sound system and honesty instruction.The article is established by three parts.The introduction points out that the essence of establishment and optimization of the identification system is to fulfill the social justice. And the key which ensures the identification system work is regulation construction and honesty of students.The first chapter elaborates and researches the basic issues of identification system for FSCS,illustrates the background of FSCS emerging in China,point out that the purpose of assisting these students is to realize the justice. It also explains the present circumstances, operation system, characteristics and defects of identification system for FSCS and illustrates the importance of reforming the system.The second chapter elaborates how to reform and optimize the identification system for FSCS. At first, it distinguishes FSCS and PCS (Poor College Students),then explains why PCS emerge, and emphasizes PCS are threatening the financial assistance system.Finally it points out that reforming and optimizing of the identification system for FSCS must be done to identify these students effectively, and the work should be built on laws, optimizing identification system and pattern of the identification system directed by government.The third chapter researches the instruction for PCS from the aspect of honesty, explains the importance of honesty instruction for contemporary college students especially for PCS,points out that honesty instruction should be built on college education and the view of value, honor, disgrace, morality and interests, make college student strengthen self-cultivation and create a good environment for honesty education.At last, the article emphasizes that the purpose of the research either for identification system for FSCS or for PCS instruction is to realize justice of whole society. It is obvious that FSCS will not disappear in a short time. The financial assistance for these students will be a main work to realize educational justice. Therefore the research for identification system for FSCS and PCS instruction has great value both on theory and on practice.
