Popularization in higher education is an inevitable production of the educational system reform of China, and an important measurement index of the comprehensive strength for a nation or a district, which is in favor of high quality education for more citizens and consolidating the strengthen of knowledge economy, ensuring the accumulation of human capitals. But how to ensure the higher education quality under the popularization situation has become a core problem of higher education of China. As a basic factor of university, the advantage and disadvantage of majors in development produces a direct influence to the talent education level and quality in higher education. So acting as an important measurement to ensure and improve education quality of higher education, major evaluation shoulders an extremely importance in education quality ensuring system, and gradually deprives from higher education evaluation, forming a regenerative research field.Comprehensive Evaluation Method is a basic technology in major evaluation. While being used in the evaluation, Comprehensive Evaluation Method showed a result of set of fuzzy groups, and the content and phenomenon which expressed is of uncertainty, how to make this fuzzy set to benefit the major evaluation accurate and meaningful? Fuzzy mathematics offers a theoretical base for this type of affairs, which research on fuzzy objectives in factual life with accurate measures. Through a research on fuzzy comprehensive evaluation, this thesis establishes a major evaluation fuzzy judgment mode, transforming the qualitative analysis of comprehensive judgment result of major evaluation into quantitative analysis, so to let the evaluation more scientific, more reliable with more reference value.Network technology exerts an enormous function in resource sharing, information exchange and data processing etc. This thesis sets up a major comprehensive evaluation system, based on B/S mode, applying the concurrently popular network technology as J2EE, Structs2, Hibernate, etc, through which the fuzzy comprehensive judgment can be implemented, solving the problem of theory apart from practice. Meanwhile in the system, a new arithmetic designed in the fuzzy evaluation matrix, which helps reducing the complexity in fuzzy matrix arithmetic, and being of reference meaning as well.
