While being used in the evaluation, Comprehensive Evaluation Method showed a result of set of fuzzy groups, and the content and phenomenon which expressed is of uncertainty, how to make this fuzzy set to benefit the major evaluation accurate and meaningful? Fuzzy mathematics offers a theoretical base for this type of affairs, which research on fuzzy objectives in factual life with accurate measures. Through a research on fuzzy comprehensive evaluation, this thesis establishes a major evaluation fuzzy judgment mode, transforming the qualitative analysis of comprehensive judgment result of major evaluation into quantitative analysis, so to let the evaluation more scientific, more reliable with more reference value.Network technology exerts an enormous function in resource sharing, information exchange and data processing etc. This thesis sets up a major comprehensive evaluation system, based on B/S mode, applying the concurrently popular network technology as J2EE, Structs2, Hibernate, etc, through which the fuzzy comprehensive judgment can be implemented, solving the problem of theory apart from practice. Meanwhile in the system, a new arithmetic designed in the fuzzy evaluation matrix, which helps reducing the complexity in fuzzy matrix arithmetic, and being of reference meaning as well.
