A Research On How The Power Governance Structure Of Universities Influencing Talents Nurturing And Scientific Research

The turn of the century, for social economy rapid development in China, universities in China faced opportunities and challenges. In the China universities'history, the China universities international academic status and the academic level are not high, the efficiency is low, because the power governance structure of universities is backward. Opposite to the traditional universities, the organizational structure of modern universities is more and more complex. In this situation, every country are studying how to establish and perfect modern university governing structure, balance each kind of social strength, and manifests each kind of social benefit to playing the role of universities in society fully.After describing and analyzing the theory knowledge of university governing structure, it has carried on the comparison to university governing situations through the analysis and research to university governance structure of Yale University in America, Oxford University in England and Tsinghua University in China. In the America and England, the academic power has an important impact on the talents nurturing and scientific research. The power governance structure of universities has an important impact on the levers of talents nurturing and scientific research. According to Higher Education Act and Academic Committee charter of Universities,this paper describes and measures the academic power by the way of the source of power,the power of strategic planning and the allocation of resources,the power of personnel and results evaluation and the importance of power. While the levers of talents nurturing and scientific research are measured by the secondary data. This paper has found that the higher the academic power is,the higher levers of talents nurturing and scientific research are by the empirical study.
