| The object of this study is Harvard University, the key is the practice and experience of scientific research during the development of Higher Education and the transformation of the education policy of the federal government of the US in the 1970s and 1980s. In the mid-1970s, due to the oil crisis, inflation, tense international tension and Vietnam War, the government reduced the research fund, universities were in the worse situation, the higher education was in a great trouble. However, Harvard University seemed to be successful in response to the external challenges and initiated a reform with a bang, and brought about its development.But Harvard how to handle the fund shortage and social needs was a question worthy of consideration and study in a deep-going way. The thesis can be divided into four parts:Part one is introduction, elaborates the reason and the significance of the study; combs the literature on the Harvard University, lays the groundwork for the part of subject of this thesis; introduces briefly research ideas and research methods, points out the research challenges and drawbacks.Part two is the analysis of background, briefly combs the journey of Harvard University growing up as a research university, looks into the internal logic of the university development, shows the spirit of the time and the spirit of the reformation, based on above the paper surveys the background of reform and development of Harvard University, gives a brief historical overview of the development of American higher education.Part three is practice and reform, this chapter introduces the guideline of research reform, then discusses the research orientation and practice based on the social needs, and then makes a major survey on the internal reform of scientific research and practice adapting to the research orientation, including:the adjustment of scientific research Institutions, the construction of teaching faculty, library construction, financing scientific research and so on, at last this paper presents achievements of the reform of science research.Part four is experience and inspiration, summing up the successful experience of the research reform of Harvard University:the president played an important role on the research; initiatively adapted social development, adjusted scientific research strategy; internal research reform was affluent, brought about a striking effect; the government paid attention to basic research. Also giving some new enlightenment in the end:gives full scope to the leadership of the president; strengthens the ties between the scientific research and the social needs; support basic research of universities more effectively; speed up the internal reform of the scientific research, including innovating our university research organizations; raising the level of our university teachers; speeding up the construction of the digital library construction; promoting the ability to raise funds. |
