The Study On The Feasibility Of Guangxi College Sports Facilities' Open To The Community

The fifth national survey showed that building of China's sports stadium exist problems of"the three-lack, three- remote", the three-lack is that the small number of sports facilities; the less open and use stadium; less public venues. The three- remote is that geographical distribution is uneven; site structure is not balanced; economic structure is not balanced.In order to alleviate the state that is national shortage of sports facilities and a considerable portion of venues as part of idle resources, China has strongly advocated the school sports facilities are open to the public to improve facilities utilization. Sports venues are an important force in sports stadiums, it has the advantages of the number of venues, talents, technology, information, and environment, so it is necessary ,a more qualified and bound to open to the society. Sports venues'open to the community is of great significance to promote a broad public health campaign'carrying out, reasonable and effective use of existing resources to promote school sports, sports harmonious development of society and promote social harmony.Guangxi as less developed regions of economic and cultural levels is even more serious lack of venues, therefore, it should be more suited to open to the community college stadiums to promote the improvement of physical masses, and comprehensively promote the implementation of the National Fitness Program.The study, using literature, questionnaire survey, mathematical statistics, investigated the necessary social conditions and difficulties gor GuangxiUniversity Sports Facilities'open to the community, the following conclusions:(1) Our coutry has set up relevant policies to provide policy support for College Sports Facilities opening to society.(2) Most of administrators of College Sports Facilities and social sport enthusiasts approve that College Sports Facilities opening to society. It is endorsed and supported by most of people.(3) In recent years, the number taking part in sports is increasing. There is a drastic increase in sport consumption level of urban residents in the community and this trend is the expansion. There are a scale of participative sports consumers in Guangxi.(4) The resource of Guangxi College Sports Facilities is not optimistic, but the courts of table tennis, volleyball (balloon volleyball) and badminton liked by the mass in Guangxi count for the expanded population. It can be satisfied the need of certain number of people for exercises if be arranged reasonably.(5)The majority of colleges is located in urban district, urban centre or resident settlements nearby. It will be the first choice for exercisers entering into colleges considering time factor and environment factor.(6)College Sports Facilities can choose morning and evening form Monday to Friday and weekend opening to the society. It will not only influence teaching order and students' training but also can make maximum use reasonably.(7) College Sports Facilities opening to society faces many problems, such as influence for teaching, training and campus order ; loss of venue equipment, source of maintenance funds; fee of open, how to charge, resolution of fee; which open mode to choose; oneness of stadium, low quality of managers. If take more attention on multi-force such as government and school, these problems can be solved or eased.(8) In management policy, government should know the important meaning of the open policy, put more attention on concept, and Strengthen the Construction of law and policy support to lead the development smoothly. Detailed department should aim for serving for people, train and improve quality of managers, and find the open mode suit for itself through grope.Open is faced with the problem of management strategy. To safeguard the smooth progress of opening up and maximize the effectiveness of community college stadiums, the author, from managers'awareness, management guiding and management mode, make for some suggestions:(1) The open policy is not only the task of school. Government, society and school should realize the importance, reinforce communication and support for each other. It should come leadership of government, attention of society, cooperation with division and joint grasp into being.(2)Take open or not, degree of openness and practical situation into Evaluation System of college. And introduce relevant mechanism for reward and encouragement to take more attention on openness of colleges.(3) In order to open stadium, it should be prepared beforehand during construction of new stadium. And should notice the construction of relevant supporting facilities, for example, seats for rest, toilet and fitting room. So the function of stadium is not single.(4)It should publicize the substance and meaning of openness, the time and notice using display window, newspaper and Internet. It can cultivate the sense of ownership to love campus and protect facilities.(5) In choice of open mode, it can choose management mode suit for itself based on it practical situation, also manage based on the mode of rent contract and estate management of sports centre and grand sports stadium.(6)Separate the management of college sports stadium form teaching of college sports. Bring in and train versatile management talents with marketing ability and professional knowledge of sports.
