For a long time, with the nature of the Adult Education Diploma in compensation, had deviated from the intent, lost features, full of loopholes, lower social prestige sharply, combined with the modern distance education, the rise of new means of education, the concept remains the old school, rigid teaching system, loose management system of adult higher education has been powerless. The Ministry of Education issued the "Circular on Further Strengthening subordinates and higher management of adult and continuing education for the notice" (taught high [2007] 9) instructions to immediately close down full-time classes. Strengthen the subordinate adult education and continuing education management. Under the national policy guide, Adult Education in the community under challenge in the adult education system of higher education in our country more and more important role in the background, the future of Adult Education will go where, what the future of Adult Education held sufficient forward, how will the Adult Higher Education to shine in the field of education, all of us are very concerned about the issue. In this paper, the "double stop" policy interpretation, understanding policies on the development of China's adult education and the direction of guidelines; combination of our adult education problems, and the "double stop" policy to China Adult education and the impact of other proposed transformation of China's adult education and the direction and specific strategies.The whole thesis is divided into four parts:The first part, Introduction. Clarify the origin of the main study, analysis of meaning, to clarify concepts, carding Research, describes research methods.The second part, interpretation of the policy. By consulting the relevant literature to understand the development of Adult Higher Education, analyzed the relevant documents introduced by the Government to grasp the reason the government introduced the policy and the development of Adult Higher Education to bring those directional guidelines. Through surveys and interviews, finding the new policies to bring adult education about the new challenges and new opportunities.The third part, reflection of the problem. Based on the Adult Education Colleges and Universities in China's history and current situation of teaching quality, management system, school, and social recognition and other aspects of the problem. And from outside to inside, exterior to essential to system analysis, resulting in decline in the quality of teaching and management system is not perfect, running mode "general education", and low social recognition of the reason.The forth part, discussion of the transformation. In the above problems are identified, attribution analysis, policy interpretation, based on the need for this section from the transition, the direction of a three-pronged strategy of transformation. Focus on macro and micro aspects, proposed transition strategy.
