Since China adopted the reform and opening-up policy in late 1978, the national economy has developed rapidly,and the income disparity between urban and rural areas has gone widening. It had became a social problem that should not be neglected. New Economic Growth Theory holding that income distribution are influenced by personal education,and Human capital theory of Theodore Schultz endorsed this view too.The correlation of education fair and income disparity had been proved by many experts and scholars at home and abroad. According tothis theory, attention is concentrated on this subject from the perspective of economics, employed theory of demography and used spss Microsoft excel to solve the problem. This article consists of six main parts:Part I: Explained the significance of this article, the framework of ideas and methods, and related documents to be reviewed, leads to the main part of the article.Part II: Define two aspects of the key concepts thatThe article focused on, including: education fair, urban-rural income gap and the Gini coefficient.Part III: describe current situation of Chinese unfairly education between urban and rural and analyzeof the issues.Part IV: describe current situation of China's income gap between urban and rural population, as well as analyze the problem of it.Part V: A Positive Analysis.Part VI:Policy recommendations.
