With the higher education entering into the popularization stage, the scale and structure of Chinese higher education is changing dramatically. Meanwhile, the rapid socioeconomic development and the deepening of globalization make the demands for personnel training and social service in colleges and universities more complex, e.g. the quantity, level, diversity and standard. Presently, the goal of training undergraduates is being diversified. However, the prevailing training model in colleges and universities is still theory oriented. Even in those colleges which claim to train professional graduates, their ultimate goal of education is still academic or theoretical type, because they offer national academic degree instead of professional degree. In addition, although Higher Professional Education (hereafter HPE) in china has made some achievements since its second development in 1980s, its orientation is still on three-year college level rather than undergraduate level. The actual development of HPE does not keep pace with the development of its theory, society and economy, for example, the development of HPE of undergraduate level is not smooth, and it has not show its main force in training professional personnel. What's more, the professional degree is mainly developed in master's level, which leaves developing space for undergraduate level. Under such circumstance, if we want to adapt to the economic and social development trends, to better meet the opportunities and challenges occurred with the popularization of higher education, it is necessary to improve the higher education system, and to develop higher professional education of undergraduate level actively, to link the HPE of undergraduate level with professional bachelor's degree, to fully realize the active function of degree system in higher education, and to create a favorable system environment for training professional personnel in undergraduate level.This thesis includes five parts besides the introduction and conclusion. The first part is literature review. The second part introduces the history of HPE development. The third part analyses the present situation of HPE development concretely, and also puts forward new demands for its future development. Accordingly the fourth part discusses the possibility of realization HPE Bachelor's level. It introduces status quo of American HPE and professional bachelor's degree, and also explains HPE in Taiwan, so as to learn a lesson for developing our professional bachelor's degree. The last part states the basic ides of realizing professional bachelor's degree based on Chinese degree system. This study mainly aims to offer a thinking for future development of HPE in China through combining the system of professional bachelor's degree with HPE of undergraduate level, to promote the construction of higher education system in China and to realize the goal of training diversified personnel, and also to perfect the theoretical and practical development of degree system in china in an active way.
