As the president Lyndon Johnson signed the Executive Order 11246 in 1965,which marked the affirmative action had been formally tabled. The affirmative action had achieved a further development in the 1970's and 1980's, and it turned out in various of forms, including a preferential affirmative action as the main form. In the 1990's, the dispute over the affirmative action had persisted on to upgrade. Have been implemented for over 40 years, the action has exerted a great influence on the American society. It has improved the employment of the ethnic minorities and women. It has also promoted the American ethnic minorities'higher education and attained a diversity of the American university campus.1978 Bakke v. Regents of the Davis Medical School of the University of California and 2003 Grutter v. Bollinger, ruling by the Supreme Court, were two classical suit cases in the course of the affirmative action. Through the two cases, people could understand the most important challenges with which the affirmative action was confronted, namely preferential affirmative action violates the main values of American society; the affirmative action benefits the wrong groups; the affirmative action shames its beneficiaries; the affirmative action caused a reverse discrimination to the Whites. And across the development of the affirmative action, those opponents consider that affirmative action is unnecessary.Justice, equality and diversity are the three core values which the affirmative action pursures ,which has great enlightment to the establishment of the education policy in our country. In our country , the education policies have the following value tendency: city, elite, efficiency, higher education and public education. These values violate the basic requests of justice and equality, neglect the diversity of development of China's education. When we establish educations policies, in the abstract we should keep to the three core values. And in practice, we should pay attention to the following key aspects: paying attention to the balanced development of elementary education; reforming the policy of key high school in order to narrow the gap among schools; enhancing the policy support extents to the underrepresented districts such as the old, minority, border, poor; reforming the contemporary recruit students system for college entrance examination; consummating the contemporary college charging system and imbursing system. What's more, we should extend China's political democratization. Through these measures , we should faithfully realize China's education equity.
