With the advance of Network Technology and the research of practicing Online Learning Community, Online Learning Community is developing at top speed. In the social network environnemet, which kind of learning community could be equiped with sustainable development capability, how to build it, is there any key strategy, and what are the stages of building sustainable development learning community? For these question, this research base on sociallearnlab.org casestudy, adopting action research method, researcher plays a important role as Sponsor Member, Core Member, Committee Member, studying in a deepgoing practice way, observe and record community developing process. In this researching process, researcher focus on the community rules and puts forward the important role of community rules, expound the specific strategy and the stages of building sustainable development learning community.The research found that,community rules will urge the learning community to be a sustainable development community.The key point to building this kind of community is to build a perfect community rules system which contents team building rules, information transmission rules, knowledge database management rules and project management rules. Community rules perfect develop itself, meanwhile it promote the development of community, it measures the stages of community, according as this standard, a sustainable development community will go through ex-germination stage, germination stage, formative stages and maturity stage.This study based on the development of Social Network, it's different from the the other view of learning community research. This research go through the process which from its born to maturity of a community, with management rules' way, shows how to build a sustainable development community, pushing the way of building and managing a learning community to a more in-depth and system level.
