With the expansion of high education in our country, the number of the teachers and students in school increases quickly, which causes the information of evaluating on school-teaching quality increases, so the work to evaluate and supervise is becoming more and more complicated. The traditional handwork management can't fulfill the need of modern evaluating and supervising on school-teaching quality. With the rapid development of database technology, Internet technology, and information technology, different kinds of evaluating and supervising system on school-teaching quality have been developed already, which are used widely on Internet. However, many systems don't take into account some of the details, such as the dynamic adjustment of evaluation target, the dynamic adjustment of different evaluation community, and the credibility problem of the gifted students and the poor students.Through the study of evaluating and supervising system on school-teaching quality ,the paper discovers : (1)evaluation target exists differences between different majors, at the same time there will be some adjustments in different years,; (2) the power of evaluation community needs appropriate adjustments when necessary, for example, in a university, when implementing of two level management, the power setting of each type of the evaluation community(students, experts, leadership, peer) is 6:1:2:1, however, when the two level management becomes relatively sophisticated, the power setting can adjust appropriately to 6:1:1:2 ,the reason is with the transfer of management focus, if we increase the power of peer evaluation of the sample, the evaluation results will be more objective.(3) the experience has shown that poor students like the teacher who is low level and don't treat teaching seriously, and the gifted students like the teacher who is high level and treat teaching seriously. If the powers are equal, obviously we can't achieve the ultimate goal of the evaluation which is encouraging gifted and spurring poor ones. Therefore, for developing a system to help improve quality management, it should allow to set up different powers for the evaluation results of gifted students and poor students. Based on introducing briefly of the research background, the paper suggests that the research on evaluation and supervising system on school-teaching quality based WEB is necessary and feasible. The system uses VS.NET 2003 as an integrated development platform of application procedures, SQL SERVER 2005 as database management system. The system also uses structured development method of software engineering, combination of object-oriented development methodology, to analyze, design, implement, test and operate. The system can give and recycle the permission as follows at any time: system administrator, student evaluation user, peer evaluation user, leadership evaluation user, expert evaluation user, statistical analysis user, super user roles. It can be come true that the setting and adjusting of each type of evaluation target system, the dynamic modification of evaluation parameters, the distribution of various types of user permission, excluding extreme; students evaluation, peer evaluation, leadership evaluation and expert evaluation. The system can also statistical the evaluation results according teachers, curriculum and targets. The test shows that the result of system development meets the functional requirements. When performance testing, I once organized more than 500 students to concurrent visit at the same time, hasn't found any bottleneck problem. However, I haven't carry out rigorous testing to a much larger number of concurrent users.In the evaluating design procession, it also takes the dynamic adjustment of evaluation interval, excluding extreme and other factors into account. It is scientific and flexible that we can dynamic adjust different power of evaluating targets and all kinds of evaluation community. At the same time, the system can design different interface according to different users, showing the thoughts of "People-Oriented", making the system more usability. Furthermore, the system improve the performance by using lots of optimize technologies, such as setting up indexes, reducing the number of page from, reducing the storage of frequent operation of data sheets. It can ensure the concurrent access of a large number of users. In these areas, the research project reflects the innovation on theories and methods.
