This article discusses how to improve the moral education in the university by innovating of the operating mechanism of the moral education, which unifies literature research and theoretical investigation form the"Three Orientations"(i.e., making education geared to the needs of modernization of the world and of the future).In Chapter I it explained the related basic concepts and theories such as"Three Orientations", moral education and operating mechanism.In Chapter II it analyzes the current situation of the moral education in the university such as the objective is fuzzy, the ideas is behind, contents lag, and lack of sense of the times of the means. And then, this part analyzes the causes of the current situation: One of the reasons is the moral education in college is not based on"Three Orientations"; The second and also the most fundamental reason is the lack of a scientific and perfect operating mechanism of moral education in the university, and then anglicizing the problem of the leading mechanism, the evaluating mechanism; the motivation mechanism, the guarantee mechanism and the feedback mechanism. For the operating mechanism of the moral education in the university to be able to play an active role, it is necessary to optimize its essentiality and innovation the sub- mechanism during dealing with the relationship of the internal essentiality well; The last part point that innovation to the mechanism of the moral education in the university should based on the"Three Orientations"while anglicizing the relationship between moral education and operating mechanism and"Three orientations"Chapter III firstly, reorganizing and optimizing the essentiality of the mechanism of the moral education in the university while anglicizing the essentiality. It include such as the principle part, the environment part, the target and the objective part. And we should innovate in the leading mechanism, the motivation mechanism, the evaluating mechanism; the guarantee mechanism; the feedback mechanism during dealing with the relationship of the internal essentiality wellChapter IV there are seven suggestion to innovation the mechanism of the moral education in the in the university from the perspective of macro-and micro: to dealing with the relationship between the succession of traditional and innovation mechanisms to expedite legislation of the Moral Education, improve the internal management system, set up a good moral environment for innovation and moral concepts and ways and means, a sound monitoring mechanism.
