It facilitates the establishment of an intellectual society of life-long education and realizes education popularized nationwide. But at the end of the expansion of distance education, learning effect becomes the bottleneck .So it is a very significant topic in practice to investigate how to enhance effect of E-learning. The aim of this research is to insert Cognitive Flexibility Theory into E-learning and design different teaching mode to improve the effect of E-learning.Through literature analysis, I find many issues in the process of E-learning. Firstly, we attach weigh to teaching. That is we ignore the characteristic of the content and pay attention to impart knowledge lack of the creation of an ideal situation. Secondly, the content is presented in single way and most of them are made in static web pages neglecting integration of the content and network technique. Finally, there is lack of extensive learning resources and well-designed interactive circumstance. In view of the above deficiency, this research brings forward the Cognitive Flexibility Theory, design every teaching module thoroughly. In the end, I made a detailed design of a curriculum. I hope it will be helpful to the maker of web-based courses, teaching assistants and online education institute to improve the design of the teaching mode and the effect of learning.
